Due to balancing for multiplayer I can see why the GalCiv version of this is out of the question. But it would be cool to go the "The War Room" or the "Factory Floor" while not in a game and design ships, though only astheticly, no adding hard points or different weapon combo's or anything that would give a tactical advantage over another player. Maybe you have themes to choose from that are in line with the race your messing with. It would add some extra flavor, though its one extra thing to xfer for multi games.
