If you planned the layout of your local space surrounding your planet badly, like I did, you will find that the resource ships will bump into each other and other stations. I actually had a grid lock of ships trying to get around my labs. Boy oh boy that was a real bad layout.

Suggestion: Have commerce units/bases on a higher or lower plane that the military or allow placement of stations in 3d space.
