Can use before Research

Hello,
When i was playing the game last night, I discover that when i and upgrading the logistics of the planet, I can build more logistic building before it finished upgrading. This could be happening with the tactical upgrade too, though I have not tested that. The planet is in the middle of upgrading the logistic, but i can build logistic building higher than my planet current output. I think it should be changed so that after your planet finishes upgrading, u can build more logistic building, not when your upgrading the tech.

It puts them in the que to be built but LEVs/Fabricators won't build them until the upgrade is done

You can cue them but they don't get built till after the upgrade.

Stang I was about to edit my post...

You can also cue research even if you don't have that many research buildings built, as long as its cued it counts (and it won't start until the required amount is done building).
