I don't know if my computer is crappy or what, but here...

Download Thermal Analysis Tool or SpeedFan, check your temps, if I'm correct get a couple fans or something.

Temp on CPU should be under 55C, graphics card should be under 75C.

Have a look at the advanced settings under the display properties, it should tell you how much video card memory you have (let us know if you are running vista as this'll add even more to that value).

It should say the PCI bus speed, model number, make, driver version etc etc!

Anything I'd recommend will run Vista fine. If OP has $200 to blow he could grab a 8800GT or something.

It is Vista.

Its says it has 510 Mb of total space, 256 dedicated

Nah, if CPU-Z says you have a x16 bus you have a x16 bus.

If you want recommendations on upgrades, post how much you have to spend and I can recommend a card.

Cheaper the better, but I do play a lot of computer video games, so I don't wanted to get a crappy card, as I guess I have right now, and regret it later.

True, but it may be one of two things:

A pants card running vista + the game

or a good card running vista + the game, but dodgy drivers/broken card...too many choices!

What kind of dual core? If you've got a decent Core 2 Duo and don't play a lot of FPS or demanding games you could probably just put a 8600GTS in there for $120, or if you do, a 3850 for $185 or so.

Intel Core 2 6400 @ 2.13 both. I plan on getting Kane's Wrath and I have WiC, but I don't play any FPS's no.

By dodgy drivers, I mean they may be so far out of date they aren't compatible for the game - When you load up a game, we can see the BG is completly, destroyed - but if you zoom in on an object like your frigate/capital factory - if you spin or rotate the camera around it, does it move smoothly or does it shudder/jerk/lag ?

Update your drivers first as gungy suggested. If you're going to play those games, I'd go for a 3850 if you have the money. TBH your card is budget and you may have other problems in the future, but it's unknown right now.

Spinning is fine. Up close is fine. Just the BG.
