You might be confusing with with "Another empire has discovered a powerful artifact.." message, which you get when AIs/players find them and they show up on your galaxy map.
It's always worked correctly when you find them for your empire. Additionally, not everything that gives a "You found.." message is an artifact, the majority of them are "hidden" planet bonuses that you also find through exploration upgrades.
