Game Runs Slow

Alrighty. System specs:

Geforce 7600 GT, 256 mb video ram, latest drivers

2.8 ghz Pentium 4 processor

Audigy 4 sound card.

2 gig. RAM

Sins runs like shit. The computer adjacent to this one, with the same specs except a worse card and 1 gig less RAM, for some reason, has a much better frame rate.

Adjusting the video settings does next to nothing. Anyone have any ideas why SoSE doesn't like my PC?
