I'm not sure, but I think there may be something wrong with Targeting Uplink buff on the Akkan Battlecruiser.
I discovered this in the course of working on a mod. I wanted to change the base chance to hit for all ships from 100% to 85%, which I did and worked fine. This was to slow the pace of combat slightly, and to also make the Akkan's targeting uplink a much more valuable ability. At first, I couldn't tell any difference in my test runs with Targeting Uplink as opposed to my tests that didn't have it. So I tried something extreme. I reduced the base chance to hit of all ships to 1%, then re worked the Targeting Uplink buff so that at level 2 it gives a 90% boost to chance to hit. I ran a test where my Akkan, with level 2 Targeting Uplink (now buffing accuracy 90%). Accuracy didn't seem to increase much, but it was just enough that I could tell it was doing something. So I made the Targeting Uplink buff deliver some ridiculous accuracy boost (I think it was 100,000%). I went into the planet with my enemies, and hadn't chosen Targeting Uplink as a skill for my Akkan yet. As before, my LRMs weren't hitting anything. The instant I chose targeting uplink as a skill on my Akkan, the LRMs started hitting every time and just slaughtered their opponents.
I'm only guessing here, but I think see what has happened. When I ran the test where the uplink increased accuracy by 90%, I think because of the way the buff was applied, my LRMs accuracy went from 1% to 1.9% instead of from 1% to 91%. Maybe this is the way you guys meant for this buff to be applied, but if so, then it seems to me that getting such a small buff even with the uplink at level 3 (which really only applies to flak frigates when shooting at strikecraft in the stock game) doesn't do a great deal. I'm not trying to pick or complain, but if this is a problem I thought you guys at IC and SD might want to know about it.
