Alright, I was playing a game and had my culture all over my planets but I noticed that a planet that should have been at 35% allegiance was at 50%...I say it should have been at 35% because between that planet and the rest of my empire there was a asteroid belt so instead of it acting like  E---(F)---G it acts more like E---(0)----F.  So, this seems to happen with asteroid belts and asteroid fields...it seem to work fine with space junk and plasma storms or whatever they are called which sort of reinforces my belief that its not working right.
