I just had this happen to me and then proceeded to abuse it on everyone i saw. Apparently you can upgrade your vasari ruiners and with their basic mines, drive up to you enemy ships and proceed to lay down mines, the mines explode and so do the ships near them. Anyway, you can counter any ship with this, not to mention you can blow up a starbase with 4 ruiners.
