Penal Colony not working right?

It is suppose to reduce build cost and build rate by 20% and 30% respectively.  I checked between that planet and another planet with no bonuses and the build rate was more BUT the cost was reduced so that part was fine, so there is only a build rate problem. 

Now, it might be a bit confusing but both of the rates are in red which could assumed to be bad so they would have to go up but I just saw it as red reduce and green increase which works here so maybe thats why the mistake care along.

EDIT: I just thought about it and the 30% shoudl be green, for build rate to increase build rate.  When I think about penal colony, I think about free labor so it may say it reduces cost and reduces build rate but I think it should actually increase build rate.

I have noticed it is in red also and also its working properly its just that its in red. It is a little confusing I agree.

I think its because negative values have to be applied for it to be a bonus, and negative values are set as red.

Well thats the way it seems to me anyway.

Penal Colony reduces the cost, and increases the build time.  Free, unskilled labor.  Maybe a + or - instead of colors?

I am thinking it should reduce time because its like you have tons of slave to do the work for you...if they are unskilled, just send more people, the penal colony can afford it, lol

It is an asteroid, it can't support that many people on it, even slaves need air and food.

Okay, but it just doesn't seem to make sense to me that the time will take longer.  Its not like the pop effects build rate or else the pirate base would be very very slow.

How's this?

1.  The unskilled aspect of the prisoners cause them to make unintentional mistakes during construction.

2.  Some prisoners may try to sabotage the construction project.

3.  Because of 1 and 2, projects require far more detailed quality inspections.

If we're using today's world as an analogy, actual prison labor is cheaper but less productive per worker. (link) I think the way it is now makes sense, and more importantly, makes an interesting tradeoff for gameplay.

That said, I do still sometimes get confused when interpreting the +/- percent buffs/debuffs, and this was one of them.
