Upgrading Meteor Storm and Disorientation to the second level doesn't do anything except increase antimatter.
In fact, the infocard still says level 1 after upgrading to level 2 so I would say that the second upgrade didn't take effect at all but the antimatter does increase so it does something - just not nearly all its supposed to.
