Serial numbers are not on your order receipt. If you're attempting to enter a number from your reciept, it's the wrong one. 
Your Diplomacy registration should have automatically been added to your Impulse account unless you purchased under a different email address. If this occurred, please contact support@stardock.com for assistance. If you did use the same email address, you can have your serials sent to you via email by click the blue ? in the upper-right of the Impulse client and selecting Look up serial number.
