Free extractor hull points - possible bug?

I've noticed when you have researched hull points, new free extractors start at 2500 and build up to your researched hull points, whereas new purchased extractors are at full strength when built.

Is this by design, or is it a bug?

yeah that would be a good question

not that it matters too much because they are invulnerable

if going the design route, you could think of it as you are capturing something already built then upgrading it
