Depends on how high your resource income is.  Remember that resource income is relatively a large proportion of your income in the early game, so a % boost here is very valuable.  Especially Vasari with neutral extractors, these bonuses can rack up quite quickly.

Suppose you have about 15 resources per second income.  A 7% boost to this is about 1 extra resource point per second.  This is more lucrative than building a trade port, and likely a whole lot cheaper and easier.  If you have a fairly high resource income to begin with, these upgrades are fairly solid.

This is something you'd pick up situationally if you happen to have a high resource income.  If you have somewhere better to spend your money, then do so, but if you need a good place to invest it, this will work just fine.

Unless you have some sort of ideal location to build refineries, those generic resource upgrades are probably a better return anyways.  Refineries are expensive to build.
