if i quick start the game it gives you the two scout ships to start with. I can see him move those ships. If he produces another scout ship and moves that it stays in place.
The map i made has planets with more than one bonus, has some phase lane connections between stars, and home planet type planets that r not actual home planets.
Again this only happens with the custom map built in galaxy forge.
