AI Aggressiveness

Does anyone have any idea as to how to get the AI to be more aggressive, if it's possible? After a half hour or less, most of their borderline planets have Star Bases, but they usually have a massive fleet. I have seen the AI bunch their fleet up at the edge of a system, as if to attack a neighboring system, usually mine, but they never do. They don't usually attack anyone, and on the rare occasion they do, they don't attack me. And when they do attack a neighbor, the attack usually fails miserably, thanks to the local Star Base. Even if there's no Star Base, they still fail. Basically, after a few minutes, it's a constant stalemate until I decide to attack somebody.

All I can think of is to decrease the AI retreat factor in the Gameplay file, but I'm not really sure where to put it. Default is .25 I think. I would guess that .15 or .10 would be suitable, but that only affects AI during battles. It doesn't make them attack. I saw something in the file marking the settings for the AI, like the build ship ratio, civilian and tactical structures, etc but that doesn't solve the problem, either.

I play with Vicious Aggressive AI's only, and the game version is Diplomacy 1.31.

As a side question, is there any way to make the AI (Advent particularly) stop sending Talion Saviors to my worlds, attempt to build a Transcencia, and then get mowed down by my bombers?

Another side question is why does the Advent send Aeria Drone Hosts to my worlds, where they do absolutely nothing before, like the Saviors, get mowed down? I know the TEC and Vasari AI are known to send Gardas and Junsuraks as scouts, but Drone Hosts? Those seem a little too valuable to just toss around, even if the AI is as stupid as people say it is. You can't really get the AI to do or not do something, only change what it prioritizes. One thing I have noticed is that the AI does not like to attack fortified worlds with a decent fleet around it, so you might have better luck provoking the AI to attack if you retreat your fleet to a rear planet, then send it back once they launch their attack.

Yes, anything else is hardcoded.
