Introduce unique Pacts for all six fractions?

That is, whether the Pacts are useful while playing different factions among the allies of one race. a Loyalist and rebel at the idea of ​​different ways to fight, and the various Pacts should be.

The problem is that the two sides at the conclusion of pacts get more if they have distinct covenants. Otherwise, there is a reduction of available covenants (covenants not re-sign).

The old pacts were removed for a reason. Most of them were either useless of too overpowered for a specific race. That's why they replaced them with more balanced pacts.
