Let's break this up into 2 situations: having an SB there, and not having an SB there...
If you have an SB, the ogrovs/adjudicators may or may not target the SB first...this is sort of the point of placing point defenses "way out in front" of the SB, as it may draw fire away from the SB (and repair bays) and towards the more expendable point defenses...it's a catch 22 for the ogrovs: if they target the SB, then they have to get in range of your point defenses (assuming you placed them properly), and if they target the point defenses, then that buys you more time to reinforce the SB...
Against adjudicators, it's not so simple because they target 5 structures at once...having ships or fighters is much more important against them...
If you don't have an SB there, obviously then you are relying entirely on ships...if you don't already have a fleet there, you are most certainly going to lose structures, and there's not much you can do after the fact...
In either case, the deciding factor on what is best is whether the ogrovs/adjudicators are supported by other ships or not...if the ogrovs are primarily alone, then scouts are your best bet because they are fast, cheap, and good against light armor...
If the ogrovs are accompanied by other ships, then scouts may not work as they'll get cut to pieces too soon...it really depends on what is escorting the ogrovs...if it's primarily flak/support, then LFs followed by scouts are your best bet...if it's a whole fleet, HCs + appropriate support ships (like guardians with repulsion, or hoshikos with dem bots) are probably the best thing to have...
To be honest, the best thing you can do is always be aware of where enemy ships are...that way you don't get caught off guard...if you know ogrovs are coming, having any type of fleet may be enough to stop them if your fleet is big enough...mass scouts are really only the way to go if you are caught completely offguard and the enemy fleet is predominately anti-module ships...
Scouting and psidar technology is your best defense against ogrovs and adjudicators...scouts and fighters may work but the real key is preventive, not retroactive strategy...as long as you know they are coming, you should be able to handle them fine...
