Cowards submission has IMO always been one of the coolest techs available to the Advent loyalists- but it also has never really been a huge factor. The chance is a bit low IMO to really be noticable, but the larger problem is one held in common with the coronata's Subjugating Assault:Cowards submission can't steal enemy ships when your fleet supply is full- which is especially a problem fro this tech being that the opponent is in control of when ships are stolen, no you.
Moreover In general the advent loyals have a lot of ways to steal ships, so the "can't steal ships when at max fleet supply" is a bit of an issue ffor them(for 2 of their 3 such tools), what if we changed cowards summission to:
Coward's Submission: You have an 8% chance to gain control of any enemy ships fleeing your gravity wells. Additionally you gain an extra 150 fleet supply. your factories however may not build ships when you have less then 150 fleet supply left(in essence this final 150 fleet supply may only be filled with ships stolen with this abilty, the Coronata's subjugating assault, or the Rapture's Domination).
It would make Cowards cobmission a bit better and more reliable and make the loyals a bit better at reliably utilizing their ability to steal ships in general.
Also it would make actually effectively using the advent loyal's ship stealing abilities important to actually maximizes you fleet-rather then it just being something the loayls do tor ecoup losses mid-battle. Perhaps the numbers aren't perfect- but I think this secondary effect would be interesting and mesh well with the rest of the loyalist kit. Also if the changes were a bit toos trong, it could easily be changed to two ranks- perhaps 5/8% conversion chance and 75/150 extra supply.
The increase form 5% to 8% isn't huge, but I think would be perfect to make the ability's conversions a bit more noticable.
