[possible bug] Number of Vasari rebel Starbases around star

Vasari rebels seem to be only able to have one active starbase around a star instead of the usual four. You can build four, but three of them are disabled, more than likely due to the new feature disabling them due them being moved into each others gravity fields (even though four should be allowed).

It's understandable when they're stationary, but when it's mobile... no way man.

upon further investigation all four starbases are happy and working until you research the mobile starbases in the tech tree. As soon as it finishes (and unlocks "all starbases beyond one are disabled") all your starbases except one around the star are disabled. This means researching this is VERY BAD if you want a static defence around a star as the disabled bases don't fire or launch fighters,

Well I see someone managed to take the most OP feature of the VR and throw it out the window hehe.
