[Minor Bugs] Description bugs found in beta3c

I just checked the forum and it seems no one posted this yet, so I started a new one.

Vasari - Empire Research - Enhanced Nanites, the description says it will increase the max number that can be targeted, but actually it enhances the effect, not the target numbers.

Vasari Loyalist - Warfare Research - Energetic Pulse Charging, the description says it enhances ALL the pulse weapons, but according to the list, it only affects Pulse Guns.

So far I just found two.
