why cannot build Ankylon

I am playing on a small map as TEC Loyalist against the AI. I wanted to build a Ankylon Titan, but the game says I have no spare captain and should research this. I have two capital ships and one spare captain? Anyone know what I should do?

What you should probably do is read the tooltip on the Ankylon Titan, especially the part where it says you require two capital ship captains and 150 fleet supply to build the Titan.
