I wanted to download the new rebellion update but the automatic update on steam for this game is disabled. I tried to turn it on but it always back to disabled mode. So i can't download my update :'(.

You can try verifying the local cache in Steam to force an update, but otherwise if Steam itself is misbehaving you may need to contact Steam support.
