Apparently, Envoys still cost 8 command points, probably only in single player. I think I remember seeing them costing 4 when playing online. The other thing has to do with Galaxy Forge; I've noticed that Greenhouse Fair planets don't have a regular amount of asteroids orbiting them.
Also, fix the new planet textures! They're awesome, but those bits on the poles ruin it.
