Fog of War on my planets?

I was wondering if anyone has had this happen. This is with the newest build from Saturday.
Maybe about 1/4 of the way through the game I started noticing that the fog of war shadow was over some of my planets, one of my ships and a couple of my starbases. At the time I didn't have the eye mainly cause I'd already explored the whole galaxy and it wasn't a big priority. If I moved a ship that was visible into the area, it acted just like it should and became unfogged. Once I moved the ship out of the area it fogged over again, even if I had a starbase or a planet there. Once I built the eye, this stopped happening, but it was pretty annoying.
I'm assuming that this wasn't supposed to occur, but I could be being stupid again like with the red buttons
