okay had the Yor (Average, Neutral) declare war on me, by attacking one of my starbases. the very next turn a UP issue came up. Illeagle to attack starbases, I voted for it to pass.. and to my amazement so did everyone else. then all of a sudden people tried attacking others starbases and fleets were clustered around them.
They should be smarter then try to attack something they can't..

However at the same time there were pirates in the galaxy and they tried but failed to attack starbases. They should not be bothered by UP issues. They should be able to attack starbases.

I ran into this last night and was going to post but the SQL Worm activity didn't permit me access to the GalCiv Forum.

Pirates, and presumably Space Sharks, shouldn't be impacted by UP votes. They would just sit there clustered around the starbase and do nothing.

Presumably this "bug" would also impact the Dreadlords, prison escapees, and any other random event generated ships. None of whom should care about a UP vote.

Actually, minor races might abide by the UP decisions, since they ARE minor and might not want to anger the big boys. But, yeah, pirates, etc., shouldn't care.

I left the UP when they wanted me to share all my tech with them. I don't trade as often as I should, so it saved me from given all of my hard earned tech to those lazy freeloaders!
