File Menu Problem

I have installed my new theme for Windows XP using Style XP. All looks to be going well EXCEPT 1 thing. The bar with "File" "Edit" etc hasnt changed. It still looks all simple, but in Style XP its shows it as looking all flashy. What am I doing wrong and how can I get the file menu thing to look cool instead of plain.
