Quest for the perfect game

But what is a perfect game? We all have our own definitions but mine is a strategy game in which after the game opening period the contending sides are pushing against each other, manuvering for the smallest advantage. The game is poised in the balance for a long time, and then one player [hopefully me
] makes a key move, begins to move ahead, fights off the counter attacks and earns a hard fought victory.
The best game I remember for that experience was with the original Populous game, some worlds were perfectly balanced for the longest time. Lots of fun games (Civ 2, SE3, SE4, TOAW, AoW2, EU1 and 2, Civ 3) since, but not many hit my perfect game balance point - either too tough, or too easy).
From the AAR's it looks to me like GalCiv might be the game to provide my personal perfect game experience. What do you think?
