I personally think this a good thing. If I've switched to background I probably want sound off (certainly music). I found if I was in full screen and switched it to background the sound carried on when I'd rather it didn't.

Maybe it should be configurable?
Sound on/off in background
Sound on/off when paused

Or some combination thereof.
