I say take the Empire at War approach, its the actual size of the ship that matters not the class. just coz a low level Star Destroyers could be built at a small space station doesn’t mean a large one automatically fits the bill.
like wise the many differing sizes of the Star Destroyers should be set amongst the "frigate" "cruiser" and "capital" sizes indicated by the game.
anything truly massive like a super star destroyer would be built ideally as a space station. apon completion the station disappears and a real super star destroyer appears where the "spawn station" was. just an idea.
mabey (if possible) the spawn station could be used to build each part. to start with obviously the frame work, but then the other components could be brought form the station and then completed by builders to circumnavigate the awkward fact:
1 builder per constriction = HUGE build time for Mr Vader.
not to mention a ridiculous advantage would be needed to buy a entire Super Star Destroyer and to stock pile the necessary resources.
yeah, I can just imagine:
"That's no space station...that's a friggin HUGE construction hard!"
And though that would be pretty cool to have, I highly doubt that that would be possible at this current time.
As far as the Victory's standing as a capital ship because it's called a 'Star Destoyer', I would probably consider it a heavy escort cruiser. After all, that is what the Acclimator class was to the Venator, and as the Imperator class replaced the Venator class, so did the Victory class replace the Acclimator.
Thus, we are presented with 2 possibilities:
1. Start with post-clone wars, modified Venators and research the Imperator class 1, then 2, and finally unlock the Executor/Eclipse (maybe limit it to only being able to unlock one). The same would go with cruisers, though more would be unlocked at once. issue: the same thing would need to possibly done with fighters and frigates...possibly.
Do away with Venators and Acc.s and simply have the Victory class 1 and 2 take the Acc.s place ( only problem is, I think the Victory's class 1 and 2 actually look different, as the Victory class 2's in Battlefront 2 were the escort ships for the empire in space battles). issue: All that work on the Accs and Venators would thusly be rendered useless.
In both cases, a lot of work would need to be put in, and I'm trying to consider the work load already put on Eville.
I was just playing around with gravity well sizes. Of course, bigger gravity wells than what EvilleJedi is presently using just makes it progressively harder to keep track/control of 'non hotkeyed' ships.
Hehe, I find it ironic that the Warlords SoaSE conversion suffers from a similar problem as Warlords did with Homeworld 2 super large maps.
I think that if a Super Star Destroyer is included in the mod, it would have to be the Executor. I mean, if the Eclipse is put in and stays true to canon, then it would be the most unfair ship in the game. Its superlaser can destroy a capital ship in one shot, and according to wookieepedia, can crack a planet's crust. One shot and *ZAP* there goes your level 10 capital ship. Another shot and *ZAP* there goes your colony. Plus, it has a planet's worth of weapontry. Just one would be able to wipe out any opposing fleet.
Plus, what could possibly counter it? Capital ships would get blasted to peices, and even a very large fleet of smaller ships wouldn't be able to dent it. I think that this fact will ultimately doom the Executor as well. It is just too powerful for anything the rebels have to counter it. I suppose that you could give the rebel A-Wings a special suicide abilitiy to take it down, but then rebel players would spam A-Wings to prepare for the arrival of the Executor, rendering it nearly worthless unless the opponent is unprepared.
Don't get me wrong, I would love to see an SSD in the mod, but I just think that they would be completely unfair and no one would want to play as anyone but the Empire just because of how unstoppable it is.

Now that I think of it, the only way to have any fun with such ships would be to have it where, once sch a ships is built, the other players combine their fleets for one epically huge assault on it. The only way this would happen is in multiplayer and I doubt anyone would play along ith such an idea.
But at the same time, it could be included in the final version but bogged down by so much 'red tape' (resource requirements, research, fleet/capital ship cap) that it would, as Machina said, be nearly impossible to attain.
As far as the Eclipse's cannon goes, I'd say that it would be an ability that would take up ALL of the ships antimatter with one shot, leaving the player to use such a weapon strategically, rather than frivolously. As far as taking it down goes; a crap load of capital ships, a high amount of research in weaponry and defencive tech, and enough resources to pump out ships to replace the ones you use. The same restrictions on the Executor would be placed on the Eclipse.
To add to the restrictions, if there were a way to build only one of the two, that would make it even harder to become...well...god.
Well, Wege Antilles said that Executor calss ships are able to be taken down by a smaller force. Although usually at a tremendous loss of life.
As cool as Wege is, I'm gonna have to doubt that.
First off, I can't really see a handfull of ships taking on the Executor and winning. Even if he meant a small force of marines boarding it and taking it out from the inside, The Executor had a freaking city on it for the crew. When I think of why a ship would need a city for its crew, I'm thinking the ship wasn't a one-man job.
Now, a small force o jedi...yeah, that's pretty believable.
Smaller force means a few Mon Cal cruisers and escorts. Total firepower = lot less than an SSD. Can win, yes, but lots of people die.
Now, is that only against an Executor by itself? Or did he take into account any escorts it might have, which would be more realistic. Were it by itself then, yes, a group of MC cruisers and their escorts could take down. In a realistic scenario, there is no way anyone would be stupid enough to leave a ship THAT valuable alone. Ok, there may be a few people out there who would do that, but people like that are few and far between.
Well yeah, obviously you would escort it. If you didn't however, then it could easily be destroyed, and all that money/time gone. They lose, you lose more. However, IF the Rebellion has a viable counter to an SSD, then everything is fine, and we get to watch two titans slug it out.
There is something else to consider as well. An SSD is one ship. It can only be in one place at a time. If they attack somewhere it isn't, then it has to travel through all those phase lanes and grav wells to get to the enemy's force. However, if the supply is divided into a fleet of smaller, ships, then they have versatility. A fleet can be in multiple places at once, an SSD can't.
The New Republic had the Viscount and the Strident to counter the Executer and other Star Dreadnaughts
I agree, so one must ask ones self what exactly would the need for such a ship be other than top say "Look at me! I gots a lots of teh muneez!"Even if an SSD is included, finding that balance between 'pointless' and 'godly' would be quite difficult for such a ship. It would need to be just powerful enough to be worth its weight in resources, but weak enough to where it can't fight off whole armadas. It sounds easy, but that kind leveling of the playing field for such an important ship has the potential for some serious b!tc/-/ery.
Therefore, I think the best course of action would be to, infact, include the Viscount and Strident (as Badwolfwho and others have said). Thus, if and when your imperial opponent creates that beast of an Executor, the your Rebels/New Republic can respond with a ship of equal, if not greater, firepower.
What could be done to make it even MORE interesting is have the Executor focus on firepower, and the Viscount/Strident focus on shields and armor (Cliche, I know, but its always a good fallback). Thus, the battle could be, more or less, left as a standstill if these two ships duke it out on their own. Throw some escorts into the mix, and it could get quite intersting.

But yeah, adding the Viscount or Strident class Star Defenders (New Republic PR, can't say Star Destroyer because those are used by the Empire) would balance out the Executor SSD. Of course, the problem still remains over balance. Adding in a counter to the other side as an equivalent unit still doesn't make the problem of its overpowering strength go away.
Give the Viscount better fighters and shields but give the the Executer better weapons and more fighters
Also to balance it why not make it worth it's weight in resources for example if it costs five times more than a SD make it five times better.
Maybe not, but it will give you something to even the odds out. Simply building a Viscount to counter an Executor would not be enough: you'd also have to supply your Viscount with a sufficient escort in order to not only engage the Executor's back-up, but to supply the Viscount with additional firepower so as to take down the Executor with a combined effort: Viscount draws the Executor's main guns while your other ships take out the surrounding enemy ships. Also, with the Executor's main guns focused on the Viscount, the only guns left to fire on the escort ships would be weaker and fewer. At the same time, though, the Empire would be in the same boat. The problem is that this could turn such a battle into a stand off, wherein the big guys trade blows while both sides bring in more and more ships so as to keep their numbers up. I say this is a problem because not everyone would like to have a battle like that.
Or as Ackbar says "Focus all firepower on that Super Star Destroyer"
Also will the Rebellion get an Ion Cannon as their defensive weapon

Read the books. 1 SSD was badly damaged by the trench run tactic (many fighters attacking by launching proton torps over the superstructure. Another was destroyed by fighters, freighters kitted out with proton torps, a small cruiser and a few ISDs (including a deuce).
