New here but I've done a bit of reading to see if this had been posted anytime recently:
Not quite sure if this is a bug or is intended but I personally find it rather annoying. While rotating the map by holding the right mouse button and moving the mouse around, if the cursor ends up on the edge of the screen it starts to pan the map as well as let me rotate it. Usually I'd expect a game to clamp the panning while in rotating mode.
