since crystals are now almost not around any more.

i spend more on crystals than i do on anything else or at least it seems that way

i would say put one or two grav wells in each system in the game that has tons of crystal asteroids in them you know 3-5 of them.

or the generator creates more Ice worlds, in the several games I have played I only have come across one or two and usually already taken,

crystals are indeed hard to come by in beta2... iron on the other hand is EVERYWHERE.....

on average my Iron to Crystal ratio is 4:1

May I suggest researching the black market which give you reduce price on both crystal and metal(Reduce buying only.).

IIRC it was already confirmed that Arctic planets aren't getting spread as evenly/frequently as they should. Once that's remedied the crystal situation should improve some.

I wanted to ask one of the Stardock or Ironclad guys what their philosophy behind the 3 different resources.

Right now, most of the research items as you rise up the tree take equal amounts of both crystals and metal. Ships take fewer crystals to build than metal. Credits seem to limit ship building and planet development at the start of a game.

Is limiting crystal supplies intended to govern the speed of development and advancement in the overall game? Are there plans to make the role of each resource become even more specialized in the future?

For example (brainstorming):
Primarily requirement for building ships (Frigates, Cruisers, Caps), planet upgrades, tactical and defense structures would require metals only while crystals are primarily used for researching (and maybe some crystals would be required for building cap ships which would help to control their population vs smaller ships).

if crystals were readily available, then I don't see a problem with crystals used for mainly research, but by limiting them in some games could slow the rate of research, but metal is too readily available, so scale back metal asteroids a bit, then using metal and money do ship building would be a good idea, and using crystals if the price is high enough would limit the amount of cap ships built, I rather like that indeed,
