Can someone explain this? "The Fate of Your Empire Awaits You"

A couple of times in my last game the message, "The Fate of Your Empire Awaits You", appeared in the planet reports box, when highlighted a message below it reads, "Your fleet captains are gathered at your capital to wait for orders". What is this all about?

Could.. could it be a subliminal message placed by IC?

Could.. could it have something to do with what the campaign will be like?

It's just the opening message when you start a game. If it happens later in the game, it's a bug, but I know it always does that when you first start the game.
