yeah i wondered that too, i also wondered why my trader ships would never jump to other systems. it didnt seem to mater weather i had planets with trade posts or trading treaties with the inhabitance...

after reading your question i was curious and went back and checked on my current game and i found i had already invaded a naboring system but handnt reseached long jumps yet... this is deffinitly a bug, however i havent looked through the forums enough to know weather its known by the devs. id assume it is, however if not its deffinitly something needing attention befor the multi player beta is released. if you devs need it i have a save game when im already in a naboring system with out having done the reseach... just a thought hope this is already taken care of. thanks for all the great work!

Its a known bug, and will be fix
