As it stands, I don't like the way the number of capitol ships is restricted. Bear with me, I don't want to make capitol ships more common, I ant to make them more rare. I propose that instead of starting with a capacity of one, and then researching technology to give you a specific number more, that it be based off of the number of colonies you have. I would say that a capitol ship needs the support of 5-7 colonies, so for every 5-7 colonies, you are given one capitol ship slot.
Now, what about those techs, you ask? Instead of giving you a specific number more, they would reduce the number of colonies required to support a capitol ship. So, let's say the designers decide for each six colonies, you are allowed one capitol ship. Well, you research that first tech, and now you are allowed a capitol ship for every five colonies. I like this procurement system better because:
1. It balances the capitol ship to frigate/cruiser ratio. With this system, you won't be able to just build another capitol ship, you have to support the ones you already have. This encourages more balanced fleets.
2. It emphasizes the command/support functions of capitol ships. This is a design decision that I am obviously not in charge of, but I envision capitol ships (or at least most of them) behind the lines, providing support to their fleets, while still adding a big punch. Now, exceptions are OK (Kol and Marza, anyone?), but that should be the general rule.
Well, these are just some ideas I came up with. They definitely need some refinement and balancing, but I think it's a fundamentally better system that what's in place. If anyone has comments, ideas, or criticism (preferably constructive
