Capital ships will, normal ships won't.

Capital Ships do. They can level up and learn new abilities. If you have ever payed WC3 it's a little like their heroes. Only with lasers.

im pretty sure the idea was that, you build a ton of ships in a game and it wouldn't be worth it for the ai to keep track of the experience of every single little ship.

i might be wrong but that's what i gather.
