Population Growth Rate?

sorry if this is already posted somewhere...

But how does my population grow if my growth rate is Zero?

Asteroids that only support 1 civilian infrastructure upgrade are stuck with a growth rate of zero... how do I get more pop on those asteroid for more tax collection?
