Where do you get Formalized Training Plan?

I am having a hard time finding this in the tree, and need it to get more capital ships. Any help welcome?

You can research both capital ship crewing and fleet supply on the Logistics page of the research screen.

I'm playing a 2 player map with pirates and I don't see any "research" on the logistics page on the research screen and I seem to be unable to surpass 100 points in fleep upkeep.

I had the very same problem. "Formalized training plan" is level 2 capital ship research. However, the display is so confusing I was sure I already have two levels of research and tried to get the 3rd one - and was very frustrated not being able to do so.
