Usually, when "Install" is not available, it is because the game is already installed or has previously been uninstalled in an incomplete manner.

Right-click the DVD in its drive's icon (such as D: or E:), and select "open" or "explore". Once inside the DVD's contents, double-click the game's installer, such as a "set-up.exe" -- I can't tell you precisely, since I am currently playing the digital-download version.
