When game closes desktop lags.

I looked around here and did not find what I needed. So sorry in advance if this problem has all ready been covered in some other post.
Every thing runs fine in game. But when I close the game things on my desktop are laggy. For example my web browser when it opens instead is popping up all at once it comes from the top down. Also just moving anything on my screen makes the windows somewhat cut in half. It is almost like the game is not clearing out of my video cards RAM when ending. So far the only way for me to fix this is to restart my PC. Is this happening to more people or just me? My PC makes all the minimum specs. But if you need real numbers here they are it’s not much.
RAM: 2 GIG
CPU: AMD 64bit 2.25 GHz
Video card: ATI X800 Pro 256 MB
OS: XP Pro
