Wasted Spending?

I'm sorry if this has been asked before. I've searched the forums and read the guide but I can't find anything on this.

Is there a way to turn off spending on a planet by plant basis?

For example, even if I set the military build que to "nothing" on a given planet, the money allocated to that military que is still calculated in the "military expenses" on the economy screen. So basically, even if I'm not building something, I'm still paying for it. Am I missing something? Thanks.

OMG,

I knew I had seen something about that before, but at the time I read it I had no idea what it was talking about. I've spent over an hour searching for it this morning instead of looking right in front of my face.
