For Manufacturing Centres and Manufactoring Capital, what does it really do?? increases you Social and Military production??

Yes, production bonuses like the manufacturing center and the manufacturing capital will increase both military and solcial production.
Yoou have to watch your spending though, as you have to pay for part of the increase. (something like 66%, IIRC)
