Could we get more diplomatic options?

I think more diplomatic options should be made. The UP should have more of a purpose than a random rule changer. I know it would be destabalizing for us to bring up issues that could benefit us, because if we have 51% influence we will get it, but could things like battleing a universally hated enemy, or sanctions on a planet, or other things like that be implemented?

Hmm... sanctions on a planet... I like it. Like for instance if you choose an evil option (sending the native people to work in the factories for example) you could get a vote for say...

A) Liberate the people (lose the production bonus)

Tax the civ the planet belongs to
C) Do nothing

Maybe a few other things I'm too tired to think of. Gonna have to mess with modding a bit when I get a little bit of time I guess

Hopefully the UP events are able to target specific planets or other things like that, but I haven't looked into it at all yet.

Just look at 'normal' legislature. In most european countries a 51% control of the parlament can change quite a few laws but to change the constitution you usually need 67%. We could require the same in the UP - I would go as far as 75% for penalizing a particular planet or even higher.
