This is a known problem. The author chose to achive it with .rar, and then named it .zip so he could get it up on the library. You need an unRARing program, and Stardock needs to check it's library submissions. That particular mod is a little wonky. I had to rewrite the "good" choice because it ran off the screen and I had no idea what benefit I was getting
