I am rather curious about this myself. I have been threated like this once in a current game and the only time I have seen it yet since I bought the game a few days again. I haven't seen any changes in the way they are waging war but a few turns from now I dont want to be wondering why I lost a dozen systems in a few moves.

It doesn't mean anything. It's just a standard threat when they're losing.

The first time I saw it, it was a prelude to the Altairian's unilateral...surrender.
