Sounds like your OS may have lost Windows Installer. Check out this knowledgebase article, it may help:

I think I saw something in Windows Update about Windows Installer too a long time ago.

I found that I had many registry errors and one was with the windows installer afterall. But I ended up having to do things one was run a reg fixer program which then did not allow windows to boot up so did a windows repair install and now it is installing the game no problems so far.

The uninstall of a program did not fully complete several months ago which caused the issue of the windows installer not working properly this game was the first time that pointed that it was having a issue and found four other programs that I thought were uninstalled but had left a mess in the registry afterwards.

Thank you for the reply.

I run the same OS and i'v had problems with the MSI not working, when ever that happens i just have re register a couple files to fix it.

before trying a repair installation next time you can try:

booting into safe mode
start menu, run

Input these lines one at a time and press enter
msiexec /regserver

%windir%\Syswow64\Msiexec /regserver

reboot and it should be fixed, at least this always fixes it for me
