If you build all Combat Frigates, constantly investing resources in increasing your fleet cap, you very well may have the most ships in a fleet. And that fleet will get chewed all to Hell by my mixed-force of researched and teched-up fleet of fewer elements but more interoperative effects.
So, the obvious answer is no … Fleet composition is a much wider margin of success generator than just sheer numbers. Likewise, proper choice of dispensation in a gravity well, engagement ranges, things as simple as pincer movements or drawing off strikecraft to an anti-strikecraft-bound fleet while the anti-frig/cap leaps in on the other side of the phase lane …
Ultimately, no. And where would you get such an absurd notion, anyway?
Anyway, no, it isn't. Having more ships isn't the be-all-and-end-all. A better player will out-manouvre you in battle and crush your Uber-Fleet O' Doom. Or they can wear you down with pirates. Or they can form alliances with someone else. Or they can simply avoid your Uber-Fleet and destroy your empire with several smaller fleets.
You also need a well-composed fleet. Sure, 500 LRM's may look tempting, but a well-balanced fleet will crush them every time.
There are many ways for a better player to crush a numerically superior enemy. Anyone who says otherwise is lying or hasn't played enough.
