Are they fixing the fleet upkeep cost problem in 1.03?

Just finished a long MP game and my ally managed to fight back the enemy and I was going about rebuilding my planets which were in ruins.  I'd upgraded the fleet capacity to level 6 but although I had no fleet I still had to pay the upkeep costs so for an hour I tried to build back my empire but it was impossible due to the crippled finances.

Is this something thats being fixed in 1.03?  Would have been a great game if I could have built back my empire slowly and helped my ally out.  PLEASE make fleet upkeep apply to the amount of ships you actually have so if you get fought back to one planet you actually have a chance of rebuilding again.

supposedly it is something they are looking at increasing, check out some of the posts by the developers. Be nice if they make it a cap we can change under the game set up screen.

Meanwhile, there are lots of great mods for increasing the fleet cap. My personal favorite is this one here... awesome fleet battles.

ok so im absolutely sure this has been mentioned. but i didnt read the whole post because i dont have the time. This is what i say should happen.

You can "scrap" the fleet support techs. You get ABSOLUTELY NOTHING for them, except the boost to your economy. And you have to pay the original price if you want them back. it would suck to have to waist all that research, but if it comes down to needing the money, i think it should be allowed.

I know this, maybe your talking to a previous poster. But say if you had too many ships then it shouldnt let you scrap that tech till you scrap the ships first. thats my oppinion. it would work really well in game i think.

maybe just be able to deselect fleet capacity and have to repay and re-research the tech?

My friends and just played a 5-man FFA and the lack of ability to scale back reared its ugly head. I think that it's a major contributor to the brokenation of returning armada. Every race but Vasari is completely screwed if they lose a fleet with lots of logistics capacity. The Vasari player simply shrugs and dares the enemy to kill him in five minutes; all the time he has before his fleet is replaced. Maybe not in its entirety, but certainly at a faster pace than an economy hurt by 75% upkeep.

TEC can kind of mitigate it through their amazing economy, but only slightly, and Advent gets nothing. Please, please come up with a different system for supply. The current one is, IMO, the reason RA is viewed as broken.
