What is possible with modding?

Can you create entire new ships?
    With new graphics?
    New abilities?
    New weapons and weapon stats?

Can you create new technologies?
    Research trees?
   
Can you create new races?
    That encompasses new ships
    New abilities
    New research trees
    New technologies
    New structures
    etc, etc?

With the tools released at the moment, yes to all.

To make new ship models you'll need a modelling program of course. 3DSMAX seems compatible atm.

All those are however, very difficult to do with no proper support (our current situation). And research is very messy at the moment, a lot of things simply don't seem to work.

So, in theory, yes to all, but Good luck, because you WILL need it.

No Scripting what so ever. . . <---- wants scripting

As others have said, yes to all, but I'll respectfully disagree with Uzii - it's not as bad as he makes it sound, I've done all of the above (sans modeling, so just "code" work) without too much hassle.

It's more time consuming because we don't have a complete listing of some arguments, which requires digging around similar things that already exist to figure it out.

Also, nobody's figured out how to have more than 5 capitals to my knowledge :(

No, I suppose in most respects you are right Annatar, but there is one more thing that you can't do; more than one custom planet research type. This makes doing any more than one custom Colonisation research impossible, and also removes any population capacity researches for more than one custom planet types.

Also, after altering many, many files, I still cannot add an additional research block (not section). I can increase one of the original 3 in Military, or Non-Military, but adding a new block from what I have seen, also seems impossible. I do hope Annatar will reveal something to prove me wrong, but I fear the worst. So, yes, research is messy, and unsupported at current, and with the devs limited input to our modding woes, is time consuming and usually unfruitful.

Well, I guess you have a point about adding research blocks being messy.. but as far the current ones do have quite a bit of free space, and you can modify positions, dependencies, stick new stuff in, take stuff out pretty easily.

If you clear out everything for your new race, there's really a ton of existing research space to use without needing a 4th block.

That said, it does seem that a bunch of the default limits are quite hardcoded, so I guess I should say that working within the current UI limits is not very difficult, trying to expand the UI limitations have so far proven fruitless ;) But it's quite possible to do everything asked in the OP without having to mess with UI limitations ;)
