well as i said earlier, you can always make it so that planets start with it least 1 of them. it least the AI will have SOME income. the problem with the whole idea is that diffrent types of AI prioritize diffrent types of buildings like you said, meaning that an economic AI would likely have a lot of them where others, not so much. you could prioritize civil buildings but that wouldnt help much for a aggressive AI.
When you have a massiv fleet of 200 ships, refueling each of them just to reach the enemy, which may be only one phase lan away, would be ANNOYING. Say your fuel lasts for ten phase lanes...but the enemy is 11. Refueling would be annoying. For enjoyment purposes, keep fuel out of it and keep it what it is.
Now if they used ammo supplies from the getgo, maybe this could've worked, but again, it could just be an annoyance.
we could just do it as a "mod" and let those that like it put it in, and those who don't leave it out. ![]()
But i understand, if i didnt want it, i'd be frustrated by having ppl petition to have it made into the game by the devs.
Anyway, thats just my two cents, but i see your point, very well taken.

It's a good idea but needs to be developed more. If you don't have enough fuel to move a ship it get's stuck and does nothing, all this would do is make the game more micro-managment intensive. I like what stardock did by deducting anti-matter from your reserves to jump.
